警察刑事紀錄證明（良民證） 問答集

依據「警察刑事紀錄證明核發條例」第3條規定：警察刑事紀錄證明，係指警察機關依司法或軍法機關判決確定、執行之刑事案件資料所作成之紀錄證明。

In accordance with Article 3 of the Act Governing Issuance of PCRC, the PCRC referred to in this Act means the record certificates made by police department in accordance with the data of the criminal cases sentenced and executed by judicial or military judicial authorities.

申請人可透過下列方式申辦：

（一）臨櫃申請：
備妥應備文件就近前往各縣市政府警察局外事科辦理，部分縣市警察局授權分局服務。
To apply in person：
Please prepare the required documents and go to the Foreign Affairs Division (hereinafter referred to as “FAD”) of any local county/city police department for application. Some police departments authorize police precincts to accept the application.
（二）網路申辦：
  1. 透過本申請網頁申辦，並經由MyData（個人化資料自主運用平臺）完成身分驗證，填寫申請資料及選擇領件方式（郵寄或自取） ，並以信用卡或簽帳金融卡完成線上繳費後，由受理之警察機關以掛號郵寄送達。僅適用在臺有戶籍國民，無戶籍國民及外國人，請循臨櫃申辦方式辦理。
To apply online：
  1. Apply through this website and complete identity verification via the MyData platform (MyData: Personalized Data Services). Then, fill in the required application information, select your preferred delivery method (postal delivery or in-person pickup), and pay the application fee online by credit card or debit card. If you choose postal delivery, the police agency processing your application will send the certificate to your designated address by registered mail. Taiwan nationals with household registration are eligible to apply online. Taiwan nationals without household registration and foreign nations must apply in person at an authorized police authority.
（三）郵寄申請（限海外申請件）：
申請人請填妥申請書，並檢附身分證明文件正本、費用及回郵信封，郵寄至臺北市政府警察局外事科辦理。
To apply by post (only for oversea application)：
The applicant shall enclose the completed application form, original identity documents, NT$100 processing fee and a self-addressed stamped envelope and mail them to the FAD of Taipei City Police Department for processing.

各直轄市、縣（市）政府警察局外事科皆可受理核發警察刑事紀錄證明，如無須向司法、軍法機關查詢之案件，需2.5個工作日（請以案件進度查詢結果為準），惟各警察局因人力配置及業務量有不同之發證等待時間，可參考網站中發證服務資料，獲取相關訊息。

You can apply for a PCRC at the FAD of any local police department. It usually takes 2.5 working days to process the application if there is no need to confirm with judicial or military judicial authorities. (Please refer to the status of process through the NPA global website first). In addition, since each police department has different waiting time for rapid issuance service based on its workload and workforce, please check on the website for more details.

臨櫃申辦時，請攜帶：

（一）申請書1份。
A completed PCRC application form.
（二）身分證明文件正本（驗畢歸還）：
  1. 臺灣地區有戶籍國民：國民身分證正本或戶口名簿正本(持戶口名簿辦理者須另出示有相片之證件)。
  2. 臺灣地區無戶籍國民、大陸地區人民及香港澳門居民：中華民國臺灣地區居留證或內政部移民署核發之其他相關證件正本。
  3. 外國人：護照、外僑居留證或永久居留證正本。
  4. 需加註英文姓名者，應另檢附護照基本資料頁正本或影本。
The original Identity Documents (The original documents shall be returned after verification.):
  1. R.O.C. citizens: An original ID or Household Certificate (People who apply with a household certificate are required to present a driver's license or a NHI card as supporting documentation).
  2. R.O.C. nationals without registered permanent residence in Taiwan area, citizens of China, Hong Kong, or Macau: An original Alien Resident Certificate or related documents issued by the National Immigration Agency, Ministry of the Interior.
  3. Foreign nationals: An original passport, Alien Resident Certificate or Alien Permanent Resident Certificate.
  4. If the applicant needs to put his/her English name on the certificate, he/she has to submit the original or copied page of his/her passports with the personal information.
（三） 非本人申請時，需填具委託書（委託書應由委託人簽名或蓋章），受委託人於申請時須同時出示委託人及受委託人雙方身分證件正本。
If the applicant is unable to apply for the PCRC in person, he/she may assign a representative to apply on his/her behalf. Moreover, the assigned person shall sign or stamp on the power of attorney granted by the applicant. The original IDs of both the representative and the applicant are also required when applying the certificates.

申請人可至警政署全球資訊網警察刑事紀錄證明網路申請系統案件進度查詢，輸入身分證字號與出生日期，即可查詢案件目前的申辦進度。

You shall visit the NPA global website status of process by entering your ID Number and date of birth to check the progress of your application.

網路申請案件成立後將無法修改，故請將該申請案刪除並重新再次申請。欲刪除申請案，可於案件進度查詢顯示結果中進行刪除。惟該申請案件若已由受理機關辦理中，將無法於線上刪除，請逕聯繫各受理機關。

The online application cannot be modified after the submission by the applicant. You can cancel and reapply it should you find a mistake in the application. However, if your application is already being processed, you shall not be able to cancel the application. Please contact the local police department in charge for further assistance.

「警察刑事紀錄證明」之申辦地點不受戶籍地限制，各直轄市、縣（市）政府警察局外事科均可受理申辦。

You don’t need to apply to the police department within the vicinity of the household registration. You may submit your application form at the FAD of any police department at your convenience.

如不克前往申辦或領件，可以委託他人申領，但需注意下列事項：

（一）申請時：
非本人申請時，需填具委託書（委託書應由委託人簽名或蓋章），受委託人於申請時須同時出示委託人及受委託人雙方身分證件正本。
If the applicant is unable to apply for the PCRC in person, he/she may assign a representative to apply on his/her behalf. Moreover, the assigned person shall sign or stamp on the power of attorney granted by the applicant. The original IDs of both the representative and the applicant are also required when applying the certificates.
（二）領件時：
由他人代為領件者，須出示代領人之身分證件正本，並一併出示收據（臨櫃申辦者）或繳費證明（網路申辦者）。如未能出示收據或繳費證明，另須出示申請人之身分證件正本。
If the certificate is collected by someone other than the applicant, the person collecting it must present their original identification document, together with the receipt for an in-person application or proof of payment for an online application. If the receipt or proof of payment cannot be provided, the applicant’s original identification document must also be presented.

依警察刑事紀錄證明收費標準規定，證明書費用每份新臺幣100元(同一次申請2份以上之警察刑事紀錄證明者，自第2份起每份收費新臺幣20元)；國外申請7美元(第2份起每份收費1美元)。

A copy of the certificate is NT$100 (Each additional copy applied at the same time is NT$20), and US$7 for international application (Each additional copy applied at the same time is US$1).

申請人如於國外，欲申辦方式及應備文件如下：

（一） 經我國 駐外館處 驗證或認證之護照影本，或經相關公證單位驗證、公證或認證之相關身分證明文件（如護照、外僑居留證等）影本。
（二） 每份工本費7美元（僅收現金），費用包含證書費及普通郵件郵資；港澳地區每份6美元。第2份起每份收費1美元。
（三） 申請書。
（四） 填寫收件地址之信封；郵寄地址：100001臺北市中正區延平南路96號，臺北市政府警察局外事科收。

You shall mail the following required items to the Taipei City Police Department:

  1. A photocopy of the passport that is authenticated or notarized by the R.O.C. embassies or overseas missions, or a photocopy of any of required identity documents, e.g., passport or Alien Resident Certificate, that is authenticated or notarized by other civil notary offices.
  2. Processing fee: Oversea applicant shall remit US$7 (postage included) in cash for the first copy. The applicant from Hong Kong and Macau shall remit US$6 (postage included). Each additional copy applied at the same time is US$1.
  3. Application form
  4. A self-addressed envelope. Please mail all the required items above and processing fee to Taipei City Police Department (FAD). No. 96, Yanping S. Rd., Zhongzheng Dist., Taipei City 100001, Taiwan (R.O.C.) ;Tel:+886-2-2381-7494.

現在或曾在臺灣地區設有戶籍或有居留、停留紀錄之人民，皆可依規定備妥申請表及身分證件向直轄市、縣 （市） 政府警察局申請核發警察刑事紀錄證明。

People who had/have household registration in the Taiwan Areas, or have residence or visit records in the Taiwan Areas shall submit the application form and identity documents to city/county police department to apply for the PCRC.

依據「警察刑事紀錄證明核發條例」第8條規定：「申請人有下列情形之一者，不予核發警察刑事紀錄證明：

（一） 受通緝尚未撤銷者。
（二） 判決確定之刑事案件尚未執行或執行中者。
In accordance with the Act Governing Issuance of PCRC, certificates shall not be issued to the applicant who remain on a wanted list or whose prison sentences haven’t been served or are being served.

依據「警察刑事紀錄證明核發條例」第6條規定：「警察刑事紀錄證明應以書面為之；明確記載有無刑事案件紀錄。但下列各款刑事案件紀錄，不予記載：

（一） 合於少年事件處理法第83條之1第1項規定者。
（二） 受緩刑之宣告，未經撤銷者。
（三） 受拘役、罰金之宣告者。
（四） 受免刑之判決者。
（五） 經免除其刑之執行者。
（六） 法律已廢除其刑罰者。
（七） 經易科罰金或依刑法第41條第2項之規定易服社會勞動執行完畢，5年內未再受有期徒刑以上刑之宣告者。

In accordance with Article 6 of the Act Governing Issuance of PCRC, PCRC shall be made in writing, and shall explicitly indicate whether there is a criminal record or not. However, the records of the following subparagraph shall not be included:

  1. If Paragraph 1 of Article 83-1 of the Juvenile Delinquency Act is applicable to an offense of an applicant.
  2. An applicant is sentenced to be under probation that has not been revoked.
  3. An applicant is sentenced to serve penal servitude or be fined.
  4. An applicant is sentenced to be exempted from a penalty.
  5. An applicant is exempted from serving a sentence.
  6. A penalty has been abolished by the law.
  7. An applicant will not be sentenced to imprisonment or a more severe punishment within five years after the execution of a punishment commuted to a fine, or community service in accordance with Paragraph 2 of Article 41 of Criminal Code is completed.

依據警察刑事紀錄證明核發條例第4條規定，應由其法定代理人代為申請。

In accordance with Article 4 of the Act Governing Issuance of the PCRC, in case the applicant is a minor, the application shall be submitted by his/her legal representative.

申請用於申辦美國全球入境計畫（Global Entry, 下稱GE）之警察刑事紀錄證明（良民證），須注意下列事項：

（一） 申請警察刑事紀錄證明時，請於「用途為申請美國全球入境計畫」欄位勾選「是」。
（二） 警察刑事紀錄證明之證明期間，須為申請人自出生至發證之日為止之「全部期間」，不得為「部分期間」。
（三） 自警察刑事紀錄證明核發日起1年內，可持以申辦GE，逾期請重新申請。

Please note the following:

  1. When applying for the PCRC, select “Yes” for the question indicating that the purpose is “Apply for U.S. Global Entry Program.”
  2. When applying for the PCRC, select “Complete” for the question “Period of Certificate” and do not select “Partial.”
  3. The PCRC may be used to apply for GE within 1 year from the date of issuance.

刷卡失敗或跳轉畫面卡住、無法返回原系統時，該怎麼處理？

當您遇到此狀況時，最有效且最快速的解決方法是改以「無痕模式（Incognito Mode）」重新進行結帳。

為什麼建議使用「無痕模式」？
（一） 清除干擾： 無痕模式不會讀取您先前累積的瀏覽器快取（Cache）與Cookie，能避免舊資料衝突。
（二） 停用外掛： 無痕模式預設會關閉大部分的第三方瀏覽器擴充功能（如廣告攔截器、擋視窗外掛等），這些外掛常會誤擋銀行的 3D 驗證視窗或跳轉程式碼。
如何開啟無痕模式？
（一） Google Chrome / Microsoft Edge： 按下快捷鍵 Ctrl + Shift + N (Windows) 或 Command + Shift + N (Mac)。
（二） Safari (Mac / iOS)： 點選檔案選單，選擇「新增隱私視窗」。

在重新操作前，我該進行哪些自我檢查？

若您準備重新嘗試刷卡，請依序檢查以下項目，以確保交易順利完成：
  1. 確認信用卡資料正確性:檢查卡號、有效年月（月/年格式）以及背面末三碼（CVV）是否輸入正確。
  2. 檢查簡訊驗證碼（3D 驗證）:確認手機訊號良好，能否正常接收發卡銀行傳送的 OTP（One-Time Password）動態驗證碼，且勿過期未輸入。
  3. 聯絡發卡銀行確認額度與權限:確認該信用卡是否尚有可用額度。部分海外消費、網路交易或大額消費需先向銀行開通相關權限。確認是否有遭到銀行安全機制暫時風控攔截。
  4. 更換網路環境或裝置:若使用行動網路（4G/5G）不穩，建議切換至穩定的 Wi-Fi，或改用桌上型電腦/筆記型電腦重新操作。

貼心提醒：

重新操作前，建議您先關閉原先卡住的瀏覽器視窗或分頁，並重新點選進入刷卡流程，切勿直接點選瀏覽器的「上一頁」，以免造成重複扣款或訂單狀態錯亂。

如果我的手機或瀏覽器版本過舊，會影響刷卡嗎？該如何更新？

是的，版本過舊是導致刷卡授權失敗、3D 驗證畫面空白、無法接收簡訊驗證碼或頁面無限轉圈無法跳轉的常見原因之一。 基於網路資安法規與銀行金流規範（如 TLS 1.2/1.3 加密傳輸標準、強固式身分驗證 SCA），各大銀行與金流閘道已陸續淘汰舊版加密協定。若您使用的作業系統或瀏覽器過舊，將無法與銀行安全伺服器建立連線，導致交易遭到拒絕或畫面異常。
如何檢查與更新您的瀏覽器 / 手機系統？
  1. 桌上型電腦 / 筆記型電腦：Google Chrome： 點選右上角選單（三個點）> 說明>關於 Google Chrome，系統會自動檢查並更新至最新版本。
  2. Microsoft Edge： 點選右上角選單 >說明與意見反應>關於 Microsoft Edge 進行更新。
  3. Safari (Mac)： 透過 macOS 的「系統設定」 >「一般」>「軟體更新」將瀏覽器及作業系統更新至最新狀態。
  4. 智慧型手機 / 平板裝置（iOS / Android）：
    iOS (iPhone/iPad)： 前往「設定」>「一般」>「軟體更新」，建議將 iOS 系統更新至近期版本；同時至 App Store 將您的瀏覽器（如 Chrome、Safari）更新至最新版。
    Android： 前往「設定」>「系統」>「系統更新」；並至 Google Play 商店將瀏覽器應用程式更新。

建議替代方案：

若您的裝置因年份較久無法再更新作業系統，強烈建議您改用其他較新版本的電腦、筆電或親友的手機來進行線上刷卡與結帳，以確保金流傳輸的安全與相容性。
